Mrs. Jennifer Owusu

Executive Director & Founder

Mrs. Jennifer Owusu is a lawyer with over 20 years’ experience in legal practice.

Jennifer has broad experience in corporate and commercial law, mining and energy, property and regulatory compliance. She is currently the Managing Consultant at Lexcel Consulting Ltd.

Upon her call to the Bar in 1995, she joined the offices of Sey and Bossman where she garnered a wealth of experience in privatisation, regulation drafting and in the area of mining and energy, after which she worked with JEO Lawconsult, a legal consulting firm.

In 2010, Jennifer acted as Counsel/Researcher to the Constitution Review Commission (CRC) of Ghana, and worked with a team that successfully organised fifty- eight National Mini Consultations for the CRC.

 In 2011, driven by her passion to promote research and to make a difference in the lives of the vulnerable, Jennifer founded the Centre for Legal Advocacy Research Education and Training (CLARiT) an NGO which promotes, among other things, cutting – edge research, awareness training and law and policy- development.

Jennifer obtained an LL.B Degree in 1993 from the University of Ghana where she was adjudged the best student in the final LL.B examination and was the proud recipient of two academic awards from the Ghana School of Law when she was called to the Ghana Bar in 1995. She holds a Master’s Degree in Public Administration (MPA) from the Ghana Institute of Management and Public Administration (GIMPA) 2010.

Jennifer is a member of the Board of Ghana Reinsurance Company Ltd.

Jennifer is a member of the Ghana Bar Association and the International Bar Association.

Justice Jones Victor Mawulom Dotse, JSC

Resource Person

His Lordship Justice Jones Dotse was elevated to the Supreme Court in Ghana on June 11, 2008. Prior to being appointed a High Court Judge in June 2002, Justice Dotse had a distinguished career at the Ghana Bar working as a State Attorney and subsequently as a private Legal Practitioner.

He has held many positions at the Bar, rising to become a Regional President of the Bar Association and a member of the Legal Services Board in 2001 to 2002.

 Justice Dotse holds an LL.B (Hons) Degree from the University of Ghana, Legon, and a BL Certificate in Law from the Ghana School of Law and was called to the Bar in November, 1978.

Justice Dotse has attended several courses in the United States, Canada and Nigeria.

Mrs. Audrey Quarcoo

Resource Person

Mrs. Audrey Quarcoo is a Social Scientist and trained Gender specialist who has worked with the Environmental Protection Agency since 1996. She has attended several training programmes and workshops including a Chevening Fellowship in Environmental Governance and Democracy.

Her working experience includes working as an Environmental and Social Safeguards expert and also as a public participation expert. Currently the Head of the Client Relations and Business Development Department of the Agency, Audrey is a strong believer in equal rights and opportunities for all.

Audrey holds a Bachelor of Arts in Economics and Statistics and an MBA. She is a member of the Chartered Institute of Marketing Ghana. A devout Christian, she firmly believes that God has a purpose for everyone and hers is to provide guidance and counselling to the youth which she does zealously in her spare time.

CLARiT Team Member - Mr Rotimi

Rotimi A. Adefarasin

Resource Person

Mr. Rotimi A. Adefarasin obtained a Bachelor of Science degree from the University of Lagos in 1990 with First Class Honors and proceeded to the same University between 1991 and 1992 to obtain a Master’s Degree in Mechanical Engineering, majoring in Thermofluids. He has held various roles in the Service, Upstream and Midstream sectors of the Oil Industry, from a service engineer role to more senior positions.

His span of experience includes, Contracting & Procurement, Production & Business Planning, Organisational Change Management, Joint Venture (JV) Management, design & implementation of Business Controls and New Business Development.

He worked with Shell between 1996 and 2015 .In April 2015, Rotimi joined FIRST Exploration & Petroleum Development Company and in November 2016, became the first General Manager Asset Production in West African Exploration & Production (WAEP) Company. Rotimi left WAEP at the end of June 2017 to take up the position of General Manager Non-Operated Ventures & Business Planning in FIRST E&P.

He is married with children; an alumnus of Institute of Management Development (IMD), Lausanne, Switzerland and a member of SPE since 2004
